Within the program COPE the sub-project 1 are examining spatial and temporal organization of policy implementation: Issues of Legitimacy and Efficiency proceeds from the assumption that most of the practical work on
climate strategy implementation will be done at the regional and local levels. The co-ordination and integration of measures sometimes internationally motivated - related to the climate change, among different
societal sectors, e.g., energy and transport, farming and forestry, presents formidable challenges to capacity of regional and local authorities.
